Annual Report 2025
The Annual Report for Fiscal 2025 is produced with the aim to summarize the outcome of performance by the Department of Social Development and Welfare that had been carried out all through the year. The main mission of the Department of Social Development and Welfare is to render social welfare services, provide welfare assistance to persons facing the social problems and promote as well as support the involvement of local communities and local authorities in the provision of social welfare services. The mission also includes developing a system of thoroughly covered and efficient social protection that will further elevate the quality of life of people who are the target groups under its service coverage. The aim is to enable the target groups to be equipped with the ability to lead their life within society and the capacity to eventually become self-reliant under the vision of the Department which is on “The target groups have access to social welfare leading towards self-reliant development on the basis of participation”. Guided by the vision, an annual action plan is subsequently formulated covering 3 main subjects: First, an action plan on development of social welfare system to upgrade the quality of life of the target groups and society on a sustainable basis; Second, an action plan on strengthening of networks from all sectors as driving force for social development and provision of social welfare; Third, an action plan on service development and efficient organization management. This annual report was prepared with the aim to disseminate the information indicating the outcome of performance by the Department of Social Development and Welfare according to the mission and the annual action plan of the Department implemented simultaneously at both central and regional levels. The report also highlighted the progress that had been made, the problems or obstacles that encountered and the guidelines of how to develop and come up with more suitable future plans. Such information is seen as being important for it can further contribute to the driving of the mission relating to social welfare to progress in response to the policy of the Ministry of Social Development and Human Security and the national strategy on sustainable human and social development. The Department of Social Development and Welfare wishes to express sincere thanks and gratitude to governmental and non-governmental organizations, local administrative organizations, social welfare organizations, social development and human security volunteers (SDHSV) and volunteers from all sectors for their kind and continued cooperation and support and for being involved actively and constantly in the work of the Department. We do hope that this progress report will be useful and further used in order to develop more effective and sustainable social welfare policies and guidelines.
