All through the year 2011, the Department of Social Development and Welfare played a key role in social development and the systematization of social welfare service providing. This had subsequently resulted in achievements that further contributed to the improvement of the people's quality of life and social development in line with the department's main duties. Such duties involved social welfare development and the systematization of both institutional and community-based social welfare service providing with the aim to set the standard of forms, processes as well as the management. The duties also involved building and strengthening the process of participation with all sectors within society being encouraged to be involved in the provision of social development and welfare covering the area-wise, social-wise and group-wise dimensions. In addition to that, the department had the duty to analyze the government's policy, assess current social situation, formulate new projects/activities to be proposed to the government for top-level decision making and perform other tasks as designated by the government. In so doing, the department had made necessary adjustment to enable its work would proceed more smoothly and rapidly. The adjustment also helped the department to be well-prepared to deal with various social problems that emerged and be able to respond effectively to the government's policy especially when it concerned the social aspect of national agenda. To improve its work, four strategic issues were developed by the Department of Social Development and Welfare: developing the models and methods of social welfare service providing for the target groups, building the capacity of the target groups in making a living, promoting social welfare and social security for older persons, promoting the networking of social development and welfare organizations and promoting the principles of good governance in organization management. In view of the work that had been carried out in the past, I am of the opinion that any success made was derived mainly from having personnel who were equipped with knowledge, ability, perseverance, patience, a sense of unity and cooperation to work towards common goals. We also had strong social-driven networks which always gave support and never failed to act relentlessly as partners in the promotion of the department's activities and services. As the Director-General of the Department of Social Development and Welfare, I would like to take this opportunity to express my most appreciation and gratitude to all personnel of the department and our networks from all sectors for their dedication and strong determination to perform their work with utmost understanding and caring for each other. This would further enhance the capacity of the department to render quality services and perform duties that will benefit Thai people, communities and society accordingly.
